What is a good video editing program that allows you to cut sections from a full movie and have it so that the clips are still good quality?

I' m not exactly sure what you are asking or are intending to do. From the sounds of your question, I am betting you want something reeeaaalllyy cheap. The best I can suggest is Final Cut Express, which I think is somewhere between $100 and $250. The full version of Final Cut Pro is $1000, but it comes with sooo much extra.

What I want to do is make clips from a longer movie. Like I have a full movie on my computer and what I would like to do is get rid of the movie but keep certain sections of it so I want to make clips of the sections I want to keep.

I would go to www.versiontracker.com and look in the Windows section (I am assuming that you use Windows). Search for " video" and cycle through the various shareware programs that come up.
