Well it' s obviously a Neo Geo game, that' s my immediate thought. However since there were 423 fighting games for the Neo Geo, it gets tough to choose. Maybe World Heroes?

Okay, this game was released in 1993, on the DOS platform, it didnt run on the SX platform, but perfectly on the DX.

Might and Magic (I assume some number goes after it because I don' t think it is the original if it was released in 1993). Or maybe Eye of the Beholder. There were so many crappy games like that which used those arrows.
