A very long time from now.  Itagaki has a few other projects he' s working on before finishing Code Cronus. Plus he' s moved all development to X-Box 2 only adding to the development time.

I think he' s also doing extensive research on how to make Code Cronus at least 5 times harder than Ninja Gaiden ;)

More than likely, also my nonexistant sources say that just the first level of that game will be at least 15 times harder than the final few levels of Ninja Gaiden! Whooo hooo! Time to get a toupe for all the hair we' re going to be ripping out of our heads while trying to progress through that game!
