I think Master Chief pulls off the mask and reveals that he' s actually the Arbiter. The Arbiter then grabs underneath his chin and pulls off his face, which is actually a latex mask, revealing Cortana. Sgt. Johnson' s cigar then explodes in his face. And onscreen, flashing text appears: " CONGRADURATION. CHALLENGE AGAIN AT GREATER DIFFICULTY!!!"
