Nah, it' s the glowing blue eyes that make them look like each other.
Aside from that detail they' re both designed with pretty common standard futuristic full body armor.

I thought it was pretty generic sci fi stuff. Its in few other games isnt it? eg helghast etc. (see avatar...)

well you never know, put some orange glowing eyes under the helm and a little change in armour and you got the killzone soldiers. Even in the X men comics there are GRSO soldiers, etc....you never know who ripped of who.
